New South Wales police commissioner, Mick Fuller told media that "the matter is still determined not to be a terrorist incident," adding, however, that it may take weeks or months to investigate.

The man is in police custody in hospital, with police hoping he will be released in the afternoon after which he is set to be questioned.

A 24-year-old woman was found dead in an apartment building and a second woman, 40, was taken to hospital with a stab wound to her back.

The incident brought downtown traffic to a halt in Australia's biggest city.
