Victorian Premier Daniel Andrews celebrates downward trend in COVID-19 restrictions

Victoria has recorded just 11 new coronavirus cases and two new deaths in the past 24 hours. It's the lowest reported since 16 June, near the beginning of the state's second wave. But the Premier says it's still too early to ease restrictions.
